Greetings from Brazil. As the year draws to a close, we at Bússola Tech extend our warmest holiday greetings to you.
Reflecting on 2025, we are honoured and deeply appreciative of the remarkable commitment demonstrated by colleagues from Parliaments and Legislatures in advancing modernisation and digital transformation within the legislative community.
This moment is dedicated to recognising the sustained efforts of parliamentary leaders, officials, and practitioners who, throughout the year, contributed to strengthening legislative institutions through innovation, cooperation, and the responsible use of technology.
This year encompassed important discussions, concrete initiatives, and meaningful exchanges.
In April, we had the honour to co-organise, with the Legislative Assembly of Rio Grande do Norte (Brazil), the LegisTech: Modernisation of Subnational Parliaments, the first international conference dedicated exclusively to the modernisation challenges and opportunities of subnational legislatures. Held in Natal, Brazil, the event brought together secretaries-general, clerks, technology directors, and experts from across the Americas, Europe, and Australia to examine how digital transformation and artificial intelligence can enhance legislative efficiency, resilience, and transparency at the state and provincial levels. In May, Bússola Tech, in collaboration with the Organization of American States (OAS), hosted the LegisTech: Digital Agenda in Parliaments conference in Washington, DC, held at the U.S. House of Representatives and the OAS Headquarters. Over two days, parliamentary leaders, senior officials, and technology experts from the Americas, Europe, and Asia engaged in in-depth discussions on digital agendas, artificial intelligence, cybersecurity, governance frameworks, and citizen engagement. The conference reinforced the importance of coordinated digital strategies and international cooperation in strengthening democratic institutions. During this event, we also formally presented the book “Artificial Intelligence in Legislative Services: Principles for Effective Implementation”, developed by Bússola Tech in partnership with the Organization of American States, the Commonwealth Parliamentary Association, and the Legislative Assembly of Rio Grande do Norte. The release of the hardcopies marked an important milestone in a collaborative effort involving parliamentary practitioners, academics, and technology experts from multiple jurisdictions, offering practical guidance on the ethical and effective integration of AI into legislative services. Throughout the year, we also advanced the 5th Annual LegisTech Forum, a virtual initiative designed to serve as a lasting knowledge resource for the global parliamentary community. Different parliaments and practitioners presented in-depth their work in advancing parliamentary modernisation, in more than 60h of discussions. In parallel, throughout 2025, Bússola Tech convened a broad series of virtual panel discussions dedicated to specific policy, procedural, and institutional challenges related to parliamentary modernisation and Artificial Intelligence, including:
Collectively, these initiatives reflected a shared concern with ensuring that digital transformation in parliaments is grounded in strong institutional governance, procedural integrity, ethical safeguards, and human oversight — principles essential to maintaining public trust in democratic institutions.
As we move towards 2026, we remain firmly committed to fostering collaboration, supporting evidence-based innovation, and strengthening a shared vision for the modernisation of parliamentary institutions worldwide.
